Traffic interruption via unmetered service-monitor MAC flow

Resource exhaustion in Open Virtual Network 20.03 through 23.06 allows attackers to interrupt virtual-network traffic via crafted packets. The logical-switch flow for the service-monitor MAC sends matching TCP, ICMP, and ICMPv6 packets to ovn-controller without a CoPP meter, so sustained traffic creates continuous upcalls and consumes controller CPU. Exploitation requires learning the MAC from the northbound database or by sniffing a virtual machine on br-int; saturation prevents Open vSwitch from handling legitimate traffic.
