File execution via HL7 sensor path traversal

Path traversal in Paessler PRTG Network Monitor 23.2.84.1566 and earlier allows remote authenticated users to execute files via an HL7 sensor. The sensor accepts an operator-controlled HL7 message path and distinguishes existing from nonexistent files without confining lookup to the custom sensors folder. Write permission to create or modify the sensor is required, and successful traversal runs an existing file outside that folder with the PRTG service's access.
