Cross-workspace resource access via ignored agent-pool allowlist

Incorrect authorization in HashiCorp Terraform Enterprise since v202207-1 allows remote authenticated users to access other workspaces' resources. Agent-pool access controls ignore the configured workspace allowlist, so any workspace in the same organization can target a restricted pool. An organization member must control a workspace; targeting a pool used by a higher-privileged workspace exposes that workspace's accessible resources.
