Improper privilege management in Apache InLong 1.2.0 through 1.6.0 allows remote authenticated users to create privileged accounts. The manager-web AnnoController exposed POST /anno/register without the administrator-role check added by the patch, so it accepted a logged-in nonadministrator's user-creation request. Any valid unprivileged account and its returned session cookie reach the endpoint, enabling creation of accounts with greater application privileges.
