Authenticated Developer Mode access via client-side enforcement

Authorization bypass in Palantir Foundry Workspace Server before 7.7.0 allows remote authenticated users to view Developer Mode settings. Workspace-server relies on a client-side authorization restriction instead of enforcing the same permission check when Developer Mode settings are requested. A valid Foundry account with insufficient privileges is required, and exposure is limited to viewing and limited interaction with those settings.
