Unintended resource access via unlabeled ACL blocks

Incorrect privilege assignment in HashiCorp Nomad and Nomad Enterprise allows remote authenticated users to access unintended resources. When a policy block that expects a label omits it, the ACL evaluator applies the block to an unexpected resource; a namespace block can target a namespace named policy. Exploitation requires a cluster administrator to author and apply such a policy, and resulting permissions extend only to resources covered by that policy.
