Out-of-bounds write in libsec-ril on Samsung Mobile Devices running Android 11 through 13 allows local users to corrupt memory. IpcTxCfgSetSimlockPayload accepts improperly validated input and writes beyond its intended buffer because the vulnerable code lacks a proper boundary check. Low local privileges and no user interaction are required; Samsung reports limited integrity and availability impact but discloses no crash or code-execution outcome.
