Improper access control in Samsung Telecom on Android 13 allows local users to accept ringing calls through an unprotected API. The acceptRingingCall API lacks the permission enforcement needed to reject unauthorized callers in releases before SMR Aug-2023 Release 1. No user interaction or prior privileges are required, and a successful invocation changes the incoming call state without authorization.
