Authenticated command injection via unquoted branch reference

Command injection in Kiwi TCMS 12.2 and earlier allows remote authenticated users to execute commands through a crafted pull request branch name. The changelog.yml workflow interpolates attacker-controlled github.head_ref text directly into a shell run block, allowing shell metacharacters to alter the command. Repository write access is required, and successful execution grants write access through the workflow's unrestricted permissions.
