Stored XSS via unescaped artifact tooltip title

Stored XSS in Tuleap before 14.7.99.143 allows remote authenticated users to execute script in another user's browser via a tooltip. TooltipFetcher passes an artifact title directly into the tooltip's HTML-title field instead of applying output escaping; the patch renders the title through an escaping Mustache template. Exploitation requires permission to create an artifact or edit a field title and a victim who displays the affected tooltip, exposing the victim's browser session to script-controlled reads or actions.
