Daemon crash via responder SPI reuse

Denial of service in Libreswan 3.28 through 4.10 allows remote attackers to crash the pluto daemon via IKEv1 Aggressive Mode packets. The IKEv1 handler sends a nonzero responder SPI after rejecting all proposed algorithms, then mishandles a repeated packet that reuses that SPI and crashes the state machine. Exploitation requires an explicitly configured Aggressive Mode connection and a peer able to receive the reply; the daemon restarts, and remote code execution is not possible.
