Service crash via unchecked archive metadata sizes

Resource exhaustion in Sigstore Rekor before 1.1.1 allows remote attackers to crash the service via a crafted JAR or APK submission. The JAR verifier passes unchecked META-INF members to relic, while the APK parser allocates byte slices from unchecked .SIGN and .PKGINFO tar sizes. Unauthenticated network submission is sufficient; exhausting process memory interrupts the transparency-log service without changing stored records.
