Improper input validation in OpenZeppelin Contracts 4.3.0 through 4.8.2 allows attackers to create misleading governance proposals. GovernorCompatibilityBravo.propose accepts fewer signatures than calldata entries, and its encoding loop drops surplus calldata while getActions retains it. Exploitation requires proposal privileges and governance approval; successful actions then execute without the displayed calldata.
