ACL token disclosure via plaintext configuration storage

Cleartext storage in Jenkins Consul KV Builder Plugin 2.0.13 and earlier allows local users to read a HashiCorp Consul ACL token. The plugin writes the token unencrypted to org.jenkinsci.plugins.consulkv.GlobalConsulConfig.xml on the Jenkins controller. Exploitation requires access to the controller file system and exposes the configured token without altering Jenkins or Consul data.
