Authenticated cross-tenant message injection via admin-role header

Incorrect authorization in Apache Pulsar Broker 2.9.0 through 2.9.5, 2.10.0 through 2.10.3, and 2.11.0 allows message injection. The REST producer trusts a caller-controlled HTTP header as the broker's administrative role instead of authorizing the authenticated user's role for the requested topic. Exploitation requires an authenticated user with direct broker access, not a proxy path, and permits arbitrary-topic messages or policy changes that expose or delete other tenants' messages.
