Credential disclosure via unrestricted technical-user REST endpoint

Credential disclosure in Deviniti Issue Sync before 3.5.2 allows remote authenticated users to obtain technical-user passwords. The plugin's GET /rest/synchronizer/1.0/technicalUser endpoint returns configured technical users and their Base64-encoded passwords to ordinary Jira accounts. Any Jira account can retrieve credentials that grant unauthorized access to data stored in other Jira projects.
