Cluster privilege escalation via cross-namespace policy lookup

Authorization failure in Red Hat Advanced Cluster Management for Kubernetes 2.5 through 2.7 allows local users to gain cluster-wide access. The grc-policy-propagator resolves dynamic values in a namespaced Policy without restricting lookups to that Policy's namespace, allowing a Policy author to use the controller's cluster-scoped access. Low-privileged access to create a Policy is required; exploitation reaches resources outside the author's authorized namespace.
