TLS enforcement failure in Red Hat build of Quarkus before 2.13.8 allows remote authenticated users to weaken HTTPS protections. HttpServerOptionsUtils adds configured protocols to the Vert.x defaults instead of replacing the enabled set, allowing clients to select an older supported protocol. Exploitation requires TLS-enabled endpoints, a restrictive quarkus.http.ssl.protocols setting, and high-privilege authenticated access; a successful downgrade weakens protection against traffic disclosure or modification.
