Process hang via incorrect libsais invocation

Denial of service in libbzip3.a in bzip3 before 1.3.0 allows remote attackers to hang a consuming process via a crafted archive. The decompression path passes crafted block data to the embedded libsais Burrows-Wheeler routines without following their required calling procedure, leaving processing at 100 percent CPU without completing. An attacker must supply a malicious archive and induce an application or user to decompress or test it; the bounded consequence is a hang of that consuming process.
