Unauthenticated admin endpoint access via double-slash paths

Improper access control in Adobe ColdFusion 2018u16, 2021u6, and 2023 GA allows remote attackers to reach restricted CFM/CFC admin endpoints. IPFilterUtils.checkAdminAccess compares the raw request URI with protected path prefixes using startsWith, while the servlet still resolves a leading double slash. An external address excluded from the administrator allowlist can expose login attempts, sensitive information, and chained endpoint flaws without granting an authenticated session by itself.
