Arbitrary file read via unrestricted carrier URL

SSRF in Adobe Commerce 2.4.6 and earlier allows remote authenticated users with admin privileges to read arbitrary local files. The USPS carrier integration configuration accepts an attacker-supplied URL and makes the Commerce server request it without destination restrictions. Exploitation requires Commerce administrator access and no user interaction; the consequence is limited to disclosure of server-readable files.
