Management-function denial via slash-containing shard names

Improper input validation in Vitess before 16.0.2 allows remote authenticated users to interrupt cluster-management functions via VTAdmin. TopoServer's ValidateShardName accepts a slash in a non-range shard name, causing later code to parse the stored path as a different keyspace-and-shard boundary. VTAdmin shard-creation permission is required; one crafted shard blocks keyspace views and subsequent shard creation without stopping query serving.
