Packet-analysis crash via zero CP2179 record count

Divide by zero in the CP2179 dissector in Wireshark 2.0.0 through 4.0.7 allows attackers to crash packet analysis via crafted packets. In dissect_response_frame, a TIMETAG_INFO_RESPONSE byte supplies num_records without a zero check before numberofcharacters minus one is divided by it. The path requires CP2179 decoding of injected traffic or a crafted capture, and termination interrupts Wireshark, TShark, or a libwireshark consumer.
