Cross-user proxy manipulation via writable connectrc path

Uncontrolled search path handling in Git for Windows before 2.40.1 allows local users to influence connect.exe through a malicious config file. connect.exe treats /etc/connectrc as C:\etc\connectrc and loads proxy settings from that system-wide path even though authenticated users can create C:\etc and place the file. Exploitation requires another user on the same multi-user host to run connect.exe, after which the planted settings control that user's proxy connection.
