Secret disclosure via debug logging

Sensitive-data logging in affected Cilium releases allows local users with debug-log access to obtain HTTP headers and TLS private keys. In debug mode, the agent writes matching HTTP-policy header values and, in affected 1.12 and 1.13 builds, cilium-secrets values to its logs during restarts and resource changes. Access to Cilium container debug output is required; exposed TLS keys enable traffic interception and modification.
