Administrative command execution via unchecked sysmanctl authorization

Improper authorization in Junos OS Evolved allows local users to execute administrative commands through the sysmanctl shell command. The shell-only utility exposes daemon restart, Routing Engine switchover, and node shutdown functions without enforcing administrative authorization. An authenticated account with Junos shell access is required; Junos CLI access alone cannot reach the command, and exploitation can alter system operation or interrupt service.
