Sensitive-data disclosure via world-readable credential backups

Insecure credential storage in Progress Chef Infra Server before 15.7 allows local users to read indexed node data from backups. During chef-server-ctl reconfigure, the backup process copies OpenSearch or Elasticsearch credentials into the world-readable /var/opt/opscode/local-mode-cache/backup path. An administrator must run the command while an unprivileged local account can read the backup; exposed credentials grant access to all indexed node data, which can include credentials for other systems.
