Ethernet frame injection via delayed firewall rules

Network access-control failure in Moby 1.12.0 through 20.10.23 and 23.0.0 through 23.0.2 allows remote attackers to inject Ethernet frames. The overlay driver delays creation of Linux iptables rules that reject cleartext VXLAN packets until a peer joins, so a one-endpoint encrypted network accepts unauthenticated datagrams bearing its VNI. Exploitation requires network reachability to the VXLAN port and an off-by-default encrypted overlay with only one attached endpoint; injected frames can alter traffic within that overlay.
