Database password disclosure via backup error alerts

Information disclosure in Thoughtworks GoCD 20.5.0 through 22.3.0 allows local users to read database passwords in admin alerts. The MySQL and PostgreSQL backup processors pass the password through process environment variables, and a process-launch exception includes that environment in the reported failure. Exposure requires an enabled non-H2 backup, a missing pg_dump or mysqldump executable, and access to the resulting GoCD administrative alert.
