Stored XSS via unescaped pipeline labels

Stored XSS in Thoughtworks GoCD before 23.1.0 allows remote authenticated users to execute JavaScript through a pipeline label template. The Value Stream Map inserts the generated label into an HTML title attribute without attribute encoding, while legacy Job Details templates lack automatic HTML escaping. Pipeline-configuration permission and a victim viewing an affected run are required, after which the script acts within the victim's browser context.
