Cross-site scripting via unescaped SafeBuffer bytesplice

Cross-site scripting in Rails Active Support before 6.1.7.3 or 7.0.0 through 7.0.4.2 allows remote attackers to inject script. SafeBuffer#bytesplice passes inserted bytes to String without applying implicit HTML escaping, leaving untrusted markup tagged as HTML-safe. Exploitation requires Ruby 3.2, an application path that calls bytesplice on an HTML-safe buffer, and attacker-controlled inserted content; rendering that buffer executes the injected script.
