Unauthorized etcd state modification via incorrect mount path

Improper permission handling in Cilium CLI before 0.13.2 allows remote authenticated users to modify clustermesh etcd state. The clustermesh deployment generator mounts the etcd data volume at a relative path instead of /var/run/etcd, so later startup overwrites the initContainer's user and permission changes. Exploitation requires a valid key and certificate for the affected etcd cluster; Helm-chart-created cluster meshes are not affected.
