Persistent access via stale OAuth2 account-state check

Missing authorization in Mattermost 7.10.0 and earlier allows remote authenticated users to retain access after account deactivation. The OAuth2 flow checks account status when authorization starts but fails to repeat that check before issuing an access token. Administrator privileges and deactivation during the flow are required; the resulting token preserves access to server data and actions.
