Arbitrary file download via message filename traversal

Path traversal in Rockwell Automation ThinManager ThinServer 6.x through 13.0.1 allows remote attackers to download arbitrary files. The message type 8 handler accepts a null-terminated file_name field without restricting traversal sequences to an intended directory. An unauthenticated connection to the ThinServer service on TCP port 2031 is enough to read files accessible to ThinServer on its installation drive.
