Unauthorized app install requests via missing sysadmin check

Missing authorization in Mattermost Apps Framework 7.9.3 and earlier and 7.10.0 allows remote authenticated users to submit install requests. The internal Apps install request path dispatches installation requests without verifying that the requesting user has the system_admin role. Any regular member with access to the Apps feature can reach the path; published evidence establishes request submission, not successful app installation or code execution.
