Unauthenticated service interruption via modified port 400 packet

Uncontrolled resource consumption in Rockwell Automation FactoryTalk Transaction Manager 13.10 and earlier allows remote attackers to interrupt it. A modified packet sent to the port 400 listener triggers uncontrolled CPU or memory consumption or an application crash. No authentication or user interaction is required, and recovery requires restarting the application.
