Root access denial via conditional collision check

Improper privilege management in MinIO allows remote authenticated users with consoleAdmin rights to disable root credential access. In AddUser and ImportIAM, the root-key collision check ran only when owner was true, so consoleAdmin callers could add the active root access key to IAM. Successful insertion permanently disables root credentials without interrupting object service.
