Unauthenticated API access via double-decoded path traversal

Authentication bypass in Home Assistant Core before 2023.3.2 and Supervisor before 2023.03.3 allows remote attackers to access the Supervisor API. The HassIO proxy exempts app paths from authentication before aiohttp decodes and normalizes a doubly encoded traversal into a protected API path. A network-reachable OS or Supervised installation is sufficient to expose backups and secrets and permit root command execution; standalone Core and Container installations are unaffected.
