SYSTEM code execution via unsecured OpenSSL configuration

Uncontrolled search path handling in 3CX Phone System version 18 allows local users to execute arbitrary code as SYSTEM. The Windows service loads an OpenSSL configuration file from an unsecured location instead of a protected configuration path. Low-privileged code execution on the host is required, and successful exploitation grants SYSTEM-context code execution.
