Crash via double-free during CHROOT rule matching

Double free in per-command CHROOT rule handling in Sudo 1.9.8 through 1.9.13p1 allows local users to crash Sudo. The sudoers command_matches path saves user_cmnd, then set_cmnd_path frees the same allocation while the saved pointer remains eligible for cleanup. The defect requires existing sudo privileges through a host-matching per-rule CHROOT setting; triggering it crashes Sudo, and Ubuntu reports an additional unconfirmed privilege-escalation consequence.
