Contact file upload and disclosure via unchecked action

Missing authorization in Groundhogg 2.7.9.8 and earlier allows remote authenticated users to upload and list files attached to contacts. The ajax_upload_file AJAX handler accepts an authenticated request without checking the account's capability before storing a contact file and returning the contact's uploaded-file list. Subscriber-level access is sufficient; the bounded impact is adding a non-arbitrary file to a contact and reading metadata for that contact's other uploads.
