Arbitrary file read via unfiltered download URL

Arbitrary file read in onekeyadmin 1.3.9 allows remote attackers to read server files through the download endpoint. The File#download method accepts the url query parameter without filtering traversal sequences, so ../.env resolves outside the intended file area. The public request includes a session cookie, while the published CVSS assessment treats the endpoint as unauthenticated; the demonstrated consequence is read-only disclosure.
