Local service interruption via crafted MLIR input

A crash in LLVM MLIR at commit a0dab4950 allows local users to interrupt mlir-opt by processing a crafted MLIR file. The public report shows outlineSingleBlockRegion faulting during the test SCF if-utils pass but does not identify the erroneous memory operation. The gate is local execution of mlir-opt with that test pass; LLVM treats optimizer crashes on malicious input as outside its security boundary.
