Authenticated script execution via stored state parameter

Stored XSS in OpenCATS 0.9.7 and earlier allows remote authenticated users to execute script in a viewer's browser via the state parameter. The candidates endpoint stores attacker-controlled state input and later renders it as web content without effective script neutralization. A valid account and subsequent viewing of the stored candidate data are required, exposing the viewer's browser session to attacker-controlled script.
