Authenticated practice-settings access via missing ACL check

Improper access control in OpenEMR before 7.0.1 allows remote authenticated users to access administrative practice settings. The Controller::act dispatcher processes practice_settings requests without enforcing the admin/practice ACL. Any low-privileged account can reach settings reserved for practice administrators, but the public disclosure does not enumerate resulting configuration changes.
