ntpq interruption via unchecked decimal-point insertion

Out-of-bounds write in NTP before 4.2.8p16 allows remote attackers to interrupt an ntpq client with a crafted response. The mstolfp routine parses a long signed decimal string and inserts a decimal point without ensuring the destination buffer has room. Exploitation requires control of the queried ntpd or a man-in-the-middle position; only the ntpq client is affected, not ntpd.
