Cluster privilege escalation via unrestricted node patching

Incorrect authorization in KubeVirt 0.59.0 and earlier allows local users to gain cluster privileges via a compromised node. The virt-handler ClusterRole lets its node-local service account patch every node spec instead of restricting changes to its own node. Control of a node running virt-handler exposes that authority; marking other nodes unschedulable can draw privileged pods onto it and expose cluster secrets.
