Authenticated code execution via unchecked workflow scope

Command injection in Nextcloud Server before 24.0.10 and 25.0.0 through 25.0.3 allows remote authenticated users to execute code. WorkflowEngine Manager::validateOperation accepted an operation without checking isAvailableForScope against the request's ScopeContext. A low-privileged account, user interaction, and an installed workflow app with command-running operations are required; successful abuse runs server-side commands.
