Cross-organization account access via unscoped API-key creation

Authorization bypass in Cerebrate 1.12 allows remote authenticated users acting as organization administrators to create cross-organization API keys. AuthKeysController::add builds the selectable-user query without constraining organisation_id and excludes global administrators but not peer organization administrators. Organization-admin access is required; the resulting key carries the selected foreign user's API authority, exposing data that account can read or write.
