Resource exhaustion in Fortinet FortiDeceptor 3.1.1 and earlier allows remote attackers to degrade service via login-form request floods. The login handler accepts and processes numerous HTTP authentication attempts without an effective rate limit, consuming CPU and memory. No authentication is required; sustained access to the management login form is enough to consume resources and impair availability.
